[governance] Workshop Proposals - a few days to go

I support this.

Good enough for this preliminary stage.

There's opportunity to improve it (but according to the guidelines not
change the topic significantly, but think there's scope for discussion when
we have more time). And to seek support from the  two other non-govt
stakeholders: have both seen it? Think they might have been cc'd on the
original thread.

If it seems ok, then the coordinators can put as the first for the 48 hour
agreed text process.
