[governance] Remote Participation

Going through the thread from the beginning I'm picking up a couple of
issues which perhaps deserve some more attention.

Roland points to the desirability of continuity, and makes suggestions
about how information might be synthesised. Tim mentions this as well.

Tim also refers to '(RPWG seems to have a mix of older websites and
Facebook pages, so it's not clear where to get involved...)' in a context
of not being clear where/how to join in.

My concern on these points is noise. How do you reach the main points of
the discussion if everyone is 'talking' at once? This is not to stifle free
expression, but to achieve objective filtering. And also to cut down on
fragmentation of information so that all the pieces can be located together.

Tim mentions 'more resilient workshop processes'; I would also appeal for
more resilient participants, both physically present and remote - the
remote to insist on, even demand, their right to hear and be heard, and the
physically present to support them in every way possible.

Finally I think it was Tim who proposed putting together an evidence based
paper supporting remote participation - the evidence should include an
indication, as far as possible, of how remote participation has been used –
by how many people. I think of rights of way in England - if you don't keep
walking on them you lose them.

And since sets of principles on remote participation already exist they
need to be put back on the table where everyone can see them.
