a really good point.

so while a plan b is contemplated by those whose tendency is to look  
to emergency planning, maybe those who can influence their voting  
countries should influence their voting countries.  it may not be the  
best way to make global policy that effects us all, but when lobbying  
is the only game in town, then start counting the votes.
