[governance] China: "we don't agree that the IGF should continue"

Even though IGF has moved one step ahead, IMHO is that the
multilateral nature of the IGF may be revoked if the UN GA says no
need. The regional processes should continue since thez are less
affected by multilateral intervention from the UNGA.
