[Governance] [apc.members] Ian Peter

When we wanted to revive IGC in 2019, Ian with such great determination
helped us bring IGC back and restore its website and figure out complex
things .. and he was so persistent. I learned a great deal from him.

Following his legacy, we should work together to make IGC stronger in 2022,
work on bringing the mailing list archives back live ( I think we can piece
them together since IGC inception, other cocos have offered to help too)

I suggest we get together in January (virtually) to celebrate Ian's life,
and send a letter on behalf of IGC to Ian's family.
