[governance] Confusion about members lists and mailing lists

I disagree with the concept of publishing lists on line of people who 
join the mailing list. Apart from the GDPR and privacy issues, the 
maintenance problems for such a list are not worth the effort. Apart 
from that, most mailing list software platforms have ways to locate list 
users so I don't see the point.

Also - there is often confusion in these discussions between mailing 
list users and IGC members. The mailing list contains many people who 
wont identify as IGC members - people who are from government, private 
sector, tech community etc who do not identify as civil society but are 
interested to follow our discussions on internet governance issues.

IGC members, on the other hand, are people who voted in the most recent 
coordinator elections (or indicated a no preference vote) and who in 
this process identified as civil society members. I think we also in 
this era have to ask their permission as part of this voting process for 
their names to be listed online as IGC members. (as pointed out by 
Bruna). That's a discussion as the election process gets underway.

Everyone on the mailing list for more than 2 months gets the opportunity 
to vote if they wish to and consider themselves qualified, and thus be 
listed as an IGC member. And if you do not vote, or indicate a no 
preference vote, you are no longer an IGC member. That's what the 
Charter says.

But as regards lists on line - we should not be listing mailing list 
members. If we do intend to list IGC members, we have to ask their 
permission: and we will only have a reasonable members list after the 
elections.
