[governance] IGC workshop proposal for the IGF2017: Speakers needed!

And following up with Renata mail.

I will be glad to recommend Katherine Townsend who works for USAID and base
in Africa. She is one of the African Open Data and SDG road-map
collaborators and very vocal when it comes to issues with gender. I have
work with her on many project and the recent Africa Open Data Conference
that we are hosting in Ghana July this year.

She will be in Geneva within the period.
