[governance] REMINDER: Shorlist candidates and last day to receive commets (CSCG endorsement for MAG 2016)

Hi, Analia and all,

I think it's not an error to send all 4. After all, since nominations can
be made directly to IGF, it's possible to have more.

I commend Analia for her commitment to and excellent job on this.
