[governance] REMINDER: Shorlist candidates and last day to receive commets (CSCG endorsement for MAG 2016)

Just tobe clear, sorry for my mistake, it's the MAG nominations which want
support from the IGC that close today.
The Co-coordinator nominations are open until midnight UTC on 31st January.
