[governance] India and Multistakehoolderism

Deity has generally been in favor of multistakeholderism. Other branches of the government (such as the home ministry - the indian equivalent of the state dept, and the foreign ministry), appear to have a broad predeliction to issuing diktats in favor of multilateralism, hence the apparent dichotomy between indian submissions from time to time.
