Dear All,

There was an interesting article that was recently published by Romano that
to me begged the question:

   1. Is the DNS property or public good?
   2. If it is property who owns it or who can claim ownership? What are
the legal, proprietary and equitable rights to it?
   3. If it is a public good - is it a US public good or global public good?

Whilst we have had the debate over some of these issues several years ago,
the nature of the conflict and the views coming through go back to the
fundamental core question.
