[governance] CS strategic objectives in Internet governance

I agree with Norbert Proposal. 
Adam, I would like to suggest that we should locate some Brazilian CS representatives to help in preparation IGC strategy aligned with their objectives and/or to support them, instead of looking for the agenda and goals set by the Brazilian government. However just for the confirmation of Summit, we may seek their response.
