[governance] Notice to the IGC on Proposed Charter Amendments

Is a discussion period period being scheduled before voting? Avri's 
emails asking for taking action on her proposal have also asked for a 
discussion period. In any case, it is a key democratic imperative as 
well as tradition to hold discussions before important voting. parminder
