[governance] Note on Composition and Guidelines for the CSTD working group on enhanced cooperation

Hi,

Can I recommend that our nomcom put its announcement out a few time between now and its deadline to make sure lots of people see it and are reminded to apply.  We have seen that one message to the list is not necessarily sufficient to get through to many of us.
