Hello,

Sandra Braman, in her excellent book "Change of State" (2009), makes a
distinction, which I think can be helpful here.

She distinguishes between “*government *(formal institutions of the
law); *governance
*(decision-making with constitutive effect whether it takes place within
the public or private sectors, and formally or informally); and
*governmentality
*(cultural predispositions and practices that produce and reproduce the
conditions that make particular forms of governance and government
possible)” (p.3).
