#2 is as McTim says, the current status quo but across a variety of international organizations including intergovernmental ones.
The only question is whether the itu feels it should have what is more or less a controlling interest in this process.

Accepting #2 which as I have said before is the current status quo does not
mean that one accepts the need for further global Internet Governance
mechanisms.
I do not find #3 acceptable.
I've been singing the same song for years, what is it that you don't
understand about my position?
