The physical control of the machine is not important (unless its
operator decides to break free; unlike David Conrad, I regard this as

blindly serve the same root zone and this is the control of this zone
(by the USG) which is important.

The actual number of machines is irrelevant: all ISC (or ICANN) boxes
belong to the same cluster, have the same configuration and are
managed centrally.
