The answer is "subscribers" (aka eyeballs), but that has a tension with
"Network Neutrality" of the kind which says "Dear Customer, the amount
of money you are paying is only sufficient for 1GB [or whatever] of
traffic a month. Please upgrade to a more expensive package because you
are using too much".
