Yes. India's CIRP proposal 
<http://www.itforchange.net/sites/default/files/ITfC/india_un_cirp_proposal_20111026.pdf> 
is very similar. Only better developed, and with clear multistakeholder 
input systems. With a few differences, India's propose a body inside the 
UN, and the European Commission proposal, one outside. India proposes 50 
country members, and European Commission’s proposal 12.
