Worldwide public interest in an unbalanced world!
If you *really* want to internationalize, it could/should be ruled for 
instance:

*"Each applicant / technical operator can submit for 10 TLDs max."*

I was told that we can obtain change if we ask for it. So it is still 
possible. Let's just talk...
