With such far reaching 'domestic' claim over the supposedly global 
Internet infrastructure, just because much of it has historically been 
anchored in the US, how wise is it to accept continued US lordship over 
ICANN and IANA functions. Anything done under a revocable contract with 
the US gov is, in real essence, not much different from being done 'by' 
the US gov. In any case, ICANN and any other  entity that could possibly 
take up IANA under the new tender remain fully subject to US laws and US 
courts. It is a very untenable, and very unacceptable, situation.

In the new IANA tendering process, I am completely unable to see the 
'big step forward' that Wolfgang sees. In fact, by perpetuating the 
untenable and inappropriate situation when the end of the present 
contract with ICANN presented an opportunity, it is a big step backwards.
