[governance] CSTD WG on IGF meeting started

The discussion on draft report didn't go well at all. The chair
did not allow much substantive discussion, kept saying
we have only two hours, and the moment there came different views
and not easy to gain consensus, he started to put them into brackets,
asked us to resolve during the coffee brake, but at the coffee brake now,
most of the members feel not compelled to work together to resolve
the differences, knowing the gap is too wide for us to fill within
a couple of hours.

We are starting to talk about "Plan B".

We speculate that the game will continue to the May CSTD Open
consultation. Lots of material, but not combined well.

Many are quite frustrated no matter which side they are.
