I agree.  After I posted, I realised that my email might be taken as
saying "No it's not an Internet governance issue, it's a consumer
protection issue."  That is quite to the contrary of what I meant.

I also agree.  However, the proposals remain open for comment until the
end of next month and I would invite people to consider how they might
be improved, and comment at the link given.
