[governance] CSTD WG meeting started

Dear list,

Since it is a closed meeting, I don't plan to make live reports as I
did at Dec 17 CSTD
meeting. Please understand this.

But, when I feel appropriate, I can try to share some points, maybe at
lunch time.

We need to see how the agenda/modality/procedure things are sorted out
- that is what
we/they are discussing.

All members, governments and other stakeholders, are sitting on the
same table, no
seat assignment, seems everyone has equal speaking right.
