[governance] Is really Bulgarian Cyrillic .бг (.bg) similar to other Latin ccTLDs?

Hi Avri,

An argument, not easy to use in writing to the board:
since .бг is to happen anyhow, the board had better take a positive stance,
rather than being cornered later into admission.
