[governance] ITU vs. ICANN

To remind folks, as an international treaty organization - some - ITU decisions translate directly and are mandatory more or less with the force of domestic law.
In - some - countries.
Others must be retranslated into domestic regulatory decisions or laws.
I don't know enough about the specifics here to know in which category we are talking, and in which countries would the proposed ITU actions be seen as binding with the force of domestic law, or whether it would be easy to ignore.
In the case of the US, and hence California, a lot of ITU standards actions that are treated as mandatory in some nations, are just treated as 'informational.'
So question in this case given US's traditional arms-length/skeptical attitude towards lots of ITU things, is is this a mandatory thing like an allocation of orbital arcs done at a plenipot, or is it optional like a standards rec.
But notion that ITU could decide something that is treated as mandatory is not far-fetched at all.

The Russian Minister's statement is along the following lines (Translation courtesy Google, TBC).
What this is intended to mean in practice would relate to the interpretation of <<protection of the interests of countries ... >>
N.B. ITU has been a member (later an observer) in the GAC since the earliest days of ICANN.

<<The huge impact of the Internet, the use of digital services and devices in daily use of broad sectors of society make us think about security issues, and primarily on information security. Member States of the Union represent a wide range of problems in this area - from the ethical standards for the use of a worldwide network to protect against cyber attacks. In our view, human subjects information interaction - both domestic and cross border - should be based on the complex legal, organizational and information technology matters in relation to the establishment of reliable security mechanisms.
ITU-led work to develop information and communication infrastructure to provide broadband access and data security are the main areas identified by the World Summit on the Information Society. We believe that the ITU is capable of such tasks to international public policy, Internet governance, its development and finally, protection of interests of countries in ICANN.>>
