It's possible to give the OECD volunteer expert advice quite 
independently, either direct to the secretariat or via a national 
delegation. At which point you'll see much of what you are asking for.

I realise that getting to the point where such invitations arise is hard 
work, but that's why so much is done through collective groupings - it 
builds a critical mass with an identifiable point of contact.

Interested parties need to get their name onto those maps of the 
Ecosystem - and I speak from experience of working with organisations 
which have been both successful and unsuccessful at this.
