This is good, but I don't know whether adding it will cause the reader's eyes to glaze over before they get to the guts of our statement. There's an internet meme called "tl;dr" which I think could apply if we add too much length to the preamble. Also, I feel that most readers (or the ones who matter) will be well aware of this background. What do others think? Maybe if you could just suggest some much shorter additions/changes to the existing text, it would be easier to fit in.
