[governance] Our strategy, work plan and outreach

Hello,

IG Caucus lists 91 members as on 10th October.  Who are they? Where do they
come from? What organizations are represented? How many with multiple
members? What information do we have that individual members they truly
Civil Society people free of conflict of interest? In what ways can IGC
expand its base to represent the entire Civil Society?

This should be the first step in the way forward.
