Those who proposed the workshops* invited the speakers off-list, including anyone who had previously expressed interest in the workshops on-list.
On a procedural issue, I think we can suggest some improvements to this process whereby the fate of a workshop depends on a decision made in the room, even if the workshop proponents are not available. We could suggest instead that decisions be made using a wiki, mailing list or polling software that doesn't put remote participants at a disadvantage.
* This was Parminder and myself for the workshops you're referring to; Fouad decided not to have panelists for the workshop he proposed.
