The charter does say <http://www.igcaucus.org/charter>:  Mailing lists and other communication methods will be archived.

But adding such a message to the welcome message is a good idea.

I did not mean to imply this was an IGC policy.

This is my personal recommendation to anyone and everyone who ever sends email anytime anywhere.
