[governance] rights and principles for IGF

Please forgive my ignorance but academic commitments kept me from attending the Geneva consultation, and I haven't had time to read the transcripts in full. 

I am almost afraid to ask, but can someone tell me how the theme debate came out? Is IGF Egypt about "rights and principles" or "<fill in bromidic, meaningless phrase here>"
