The Universal Service obligation is rarely welcomed by the telco, 
irrespective of where the funding comes from. The worst place is 
existing subscribers, because the telco has to explain why the bills are 
going up. Most organisations prefer to harvest the "low hanging fruit", 
the complete opposite of Universal Service.
