[governance] speakers for the IGF opening ceremony

Hi,

It seems all stakeholders are to be invited to make suggestions for 
representatives who will speak during the opening ceremony in Rio 
next Monday (Opening Session from 1100 to 1300.)

It is not clear how many people from each stakeholder group will be 
asked to speak, but the total number participating in the sessions 
seems to be around 20.  As there now are two civil society Internet 
governance groups, perhaps it would be best if both recommended one.
