I assumed that this was reflecting a method in which people are given 
some strictly limited number of minutes at the microphone - typically 10 
to 15 - to say whatever they want, either informally or formally, often 
extremely informally.  In many cases this is the best part of 
conferences that use this method.

But I could be making an incorrect assumption.
