[governance] Program for IGC at IGF

Hi Bill, Avri etc,

I would recommend that we keep the agenda flexible and therefore a bit 
vague. We have no idea who and how many will show up and what specific 
interests they have. Lets keep it open to not bore or offend the 
"audience".
