Any idea? First thing is we need a very deep and creative analysis of the text. I heard that one negotiator said that the text is vague enough that everybody can read everything. Another guy told me that it will depend to a high degree from the new SG what he plans to do. So let´s look what the African governments - who backed him against the Europeans - will plan. The only thing they can celebrate at the moment - and they celebrate it - is AFRINIC, a privat non-governmental body linked to ICANN. We should go forward in strengthening the African Civil Society Internet Governance groupings. The African boom in Mobile Telephony (pushed also by ITU) will have certainly effects to Internet Development in the continent. What are the regulatory models? Kenya or South Africa? Ghana or Tunisia?
It is like chess and not yet over. ITU PP 2010 is in Mexico. This is the time when the IGF mandate is over
