How about this instead: if the nomination is not a self-nomination, then the
nominator checks with the nominated to ensure that she or he is willing to
serve. This distributes the burden of checking and takes it off the
nominating committee's shoulders.

Easiest way I would think is if:
With the nomination, the information comes. If it is a self-nomination,
cool. If the nomination comes from someone else, then the NomCom needs to
contact that person to ensure that they are willing to serve.
