You're right. the response was hasty and ill-considered. My frustration
is that this is something we really need to be taking action on, and
mistakenly & impatiently saw your finer analysis as a delay.
OK, reaction of foreign governments probably played into it (90%/10%?)
but as I pointed out in the message to Carlos this still has to be
viewed as a smoking gun demonstrating the willingness and ability of the
USG to use its unilateral authority over ICANN.
