[bestbits] Letter now posted for endorsements (was Re: ITU Plenipot transparency & participation letter - comments close Weds, 4:00 pm EDT/ 10:00 pm CET)

ps. just shared the link for signatures with lists in latam and brazil..
I would suggest to folks from other regions to do the same... Then it
would be good to wait a bit (until Thursday night at least?) so we can
collect a bit more signatures from a more diverse variety of regions..
