Do I understand this correctly that
1) you want specifically this mailing list to discuss civil society
representation on the *panel* for the HLLM, and
2) civil society people interested in simply attending the HLLM
(without necessarily expressing an interest in being on the panel) 
should directly email anisa at igf2013.or.id (cc: dbu at donnybu.com)
???

Should people who are interested in simply attending the HLLM include
information on why they consider it appropriate for them to be invited
to a “high level leaders” event?

Is there a deadline for part 2?
