[bestbits] WGEC questionnaire: doubt and suggestion

I think even those of us who do not fall within the limited categories
seemingly provided for by the WGEC for now should simply go ahead and
submit our contributions. It will be interesting to see what the WG will do
with them if the call hasn't been officially made open by then. And if the
WG indeed does not consider them, there are always other ways in which this
input could be made public and used.
