Just below the part that you quoted, it actually explains that any
procedure marked with [RFC] (which is currently all of them) has not
been ratified and is still open for discussion and revision.  A number
of the procedures, for example the one on producing statements, have
already benefited from feedback from multiple parties, including
specific languages changes.  So that is the process we have been going
through to try to reach agreed upon procedures that work for everyone.
