[Governance] IGF 2023 - CS Event gathering

Hi Bruna,

I see that it is advisable that town hall proposals are accompanied by a 
background paper and focus on specific themes of the IGF agenda. I guess 
it depends on how we want to use the space and the opportunity to bring 
CSOs together for coordination purposes. I see a lot of value in keeping 
our gathering limited to CSOs, be able to update among us, strategise, 
etc. But open to other ideas, of course.
