[Governance] Our IGCAUCUS domain name is expiring

The price also depends on where the payer is from.

Gandi (where it's now registered) charges €16.22 plus VAT per year; if
I pay it, being in Finland, they add Finnish VAT of 25% which makes it
the €20 quoted. Outside of EU it'd generally be just the €16,
depending on local tax laws.

There are cheaper options, true, but registrars are like everything
else in that the cheapest ones aren't the best. If someone feels
strongly enough about it to go to the trouble of changing registrars,
however, and there's at least a rough consensus here, I won't fight it.
At least not if someone else is also willing to take ownership of
the domain.
