IWN may be an unfamiliar acronym, but it's one worth adopting. 'Internet

encompasses such essential properties as openness and interoperability that
make the Internet ecosystem robust and successful, and the '*Internet
Impact Toolkit'* is a method of evaluating the effect of regulations on
that ecosystem.
