[Governance] [apc.members] Ian Peter

My condolences to the big loss of one of the pillars to the CSCG and other
spaces.

Same as what Arsène has written, that I never met Ian in person but I
worked with him on the CSCG NomComs and one of Diplo Foundation online
courses. He is an eye opener and great mentor.
