[Governance] IGC call - Tech Envoy + Roadmap on Digital Cooperation + IGF events

Thanks for the great response to the doodle. So far it looks like the 21st
of October at 12 PM UTC would work for most but I'll leave it open until
COB tomorrow, Thursday in case anyone else wants to add their vote.
