[governance] Draft Project Plan for Website Restoration/ Was IGC Website (Way Forward)

Hi Sala,

earlier on Farzeneh suggested the concept of developing the new website 
in stages - I would like to see how she envisages this happening before 
commiting to any timetable. Perhaps a simple path forward like importing 
existing (still relevant) content and outline to a new basic site, and 
then looking at enhancements?  In any case I would like to see how 
Farzeneh suggests we proceed.
