[governance] IGC Website (Way Forward)

Dear All,

We need to get cracking. Bruna, let us know if you have any further
comments. As you can see, you have support of people stepping up to help.
We need some more volunteers and be good to have some people who specialise
in graphics or are naturally artistic. I think we can start and people can
continue to volunteer and we just slide them in whilst working. Bruna can
oversee the work and a Website Project lead, report back to Bruna and the
community.

If there are no pressing objections to the work, then we can start.

   - Once this is ready, can invite all former coordinators and members to
   comment
   - Launch the website
